RSSLeandra English is returning to the Consumer Financial Protection Bureau to serve as its chief of staff. The bureau also announced a slew of other appointments, including chief information officer, chief financial officer and a pair of assistant directors.
English rejoins the CFPB from the Office of Personnel Management, where she was principal deputy chief of staff. While with the bureau prior to that, she served in a number of senior leadership roles, including deputy chief operating officer, acting chief of staff, deputy chief of staff, and deputy associate director of external affairs. She has a Bachelor of Arts degree from New York University and a Master of Science degree from the London School of Economics.
Jerry Horton joins the CFPB as CIO from the Department of State, where he started and led the Office of the Chief Architect for State’s global information presence. Prior to that, he was CIO at both the U.S. Agency for International Development and at the U.S. Mint in the Department of the Treasury. Before working in the government, Horton spent over 20 years in the private sector and has a Bachelor of Science degree from the University of Colorado, Boulder.
Elizabeth Reilly was promoted to CFO from her position as deputy chief financial officer. Prior to joining the CFPB in 2010, she was a program examiner and acting branch chief at the Office of Management and Budget. She has a Bachelor of Arts degree from Wesleyan University, Middletown, Ct., and a Master of Arts degree in law and diplomacy from Tufts University, Medford, Mass.
Paul Kantwill joins the CFPB as assistant director for servicemember affairs. Most recently, he was the director in the Office of Legal Policy, Office of the Under Secretary of Defense, Personnel and Readiness at the Pentagon. In this capacity, he was the Department of Defense’s legal policy expert on the financial industry and the effects financial products and services had on military members and their families. He had a 25 year military career as an active duty officer in the U.S. Army Judge Advocate General’s Corps, and has served in Afghanistan and the Persian Gulf. He has a Bachelor of Arts degree from Loyola University, Chicago, and a law degree from Loyola University, Chicago School of Law.
John McNamara was named assistant director of consumer lending, reporting and collections markets after serving in the role as acting assistant director. Before joining the bureau, he was the chief marketing officer for LiveVox, a provider of cloud contact center solutions, and was the president, chief executive officer, and co-founder of Fidelis Recovery Solutions, Inc. McNamara has a Bachelor of Arts degree and an MBA from Kennesaw State University, Kennesaw, Ga.
